CHARLESTON, S.C. — Naval Information Warfare Center (NIWC) Atlantic has selected Mr. Kevin Allen as the Senior Scientific Technical Manager (SSTM) Enterprise Systems (ES) Department head.
The ES department head serves as technical decision authority and oversees execution of projects to ensure compliance with customer requirements, engineering standards, architectures and NIWC Atlantic command, Department of the Navy (DON) and Department of Defense (DOD) policies. The ES Department delivers acquisition, architecture, and engineering services in support of the Naval Enterprise Networks (NEN) acquisition life cycle, and provides sustainment support for Navy enterprise business solutions under Program Executive Offices (PEO) Manpower, Logistics and Business Solutions (MLB) and PEO Digital and Enterprise Services (DES) oversight. The department head also establishes the future direction of research and development based upon requirements provided by Chief of Naval Operations, Office of Naval Research, Headquarters, U.S. Marine Corps, PEOs, portfolio managers, program managers, and other customers for cyber and IT technology.
Allen has more than 20 years successfully leading DON and joint programs with demonstrated experience implementing emerging technologies supporting Navy networks, cloud computing, and mobile platforms. Allen is stationed in the National Capital Region to support our hybrid workplace environment.
Since 2018, Allen has been the program manager for Enterprise Systems and Services and Innovation Support Service (E2S and ISS) within PEO MLB. PMW 250’s mission is to develop and implement business IT solutions that are reliable, innovative, efficient and secure. Under Allen’s leadership, E2S and ISS has earned recognition in the Fed 100, Federal Computer Week’s annual list of the top achievers in federal information technology and has earned nine Lightning Bolt awards from the Naval Information Warfare Command (NAVWAR).
Allen has a Bachelor of Science in Mechanical Engineering from the University of California, and Master of Science in Mechanical and Aerospace Engineering from the University of Virginia. He is certified as DAWIA Program Management Level III, Systems Engineering Level III, and Information Technology Level I.
