The NLCCG is the principal coordinating body for Naval Research and Development Establishment (NR&DE) activities at the Naval Research Laboratory and at warfare and systems centers aligned to the Naval Sea Systems Command, Naval Air Systems Command and Space and Naval Warfare Systems Command. NLCCG events such as the meeting in Charleston build alignment and coordination across NR&DE.
The gathering in Charleston featured a sharing of ideas and innovations, and strengthening of collaborations that increase the group’s ability to co-develop new technology and work together in technical growth areas. Underpinning all discussions were the National Defense Strategy priorities to build a more lethal force by investing in space and cyberspace as warfighting domains, prioritizing C4ISR networks and capability, and advancing autonomous systems. In addition to receiving an overview of SSC Atlantic technical capabilities, the NLCCG group toured command labs and facilities and saw various demonstrations of emerging technologies that align with the National Defense Strategy.
The first afternoon featured demonstrations of Vehicle Integration Displays, a Digital Integration Facility and REDHAWK, a software-defined radio framework. The group toured SSC Atlantic’s integration and test area, and saw demos highlighting various projects which included Combatant Craft, Joint Threat Warning System, Common Submarine Radio Room and Multi-Reconfigurable Training System.
The group also saw demonstrations on Swarm technology; Enterprise Information Management Non-Secure Internet Protocol Router Internet Protocol Network; Urban 5th Generation Marine Advanced Naval Technology Exercise Sensor to Tablet; and Troll and Robot Analysis using Common Enemy Relations/Media Monitoring Rapid Response.
The first day ended with a tour of SSC Atlantic’s Cyber Forensics and Data Recovery Laboratory. This building is the new home of the Navy’s only accredited digital media Criminal Forensics Investigations laboratory, advanced incident response and malware analysis support, and a data recovery laboratory with capabilities such as physical rebuilds and a submerged hard drive recovery.
Leaders in academia were present for the second day of the NLCCG visit. Representatives from Johns Hopkins University, Pennsylvania State and other universities in the Department of Defense (DoD)’s University Affiliated Research Center shared their perspectives on innovating for the warfighter.
SSC Atlantic Deputy Executive Director Bill Deligne gave an update on how SSCs Atlantic and Pacific are implementing other transaction authority, not only to encourage non-traditional industry partners and academia to participate in DoD acquisitions, but to enable rapid research and prototyping and increased access to innovative commercial solutions. Accelerated acquisition, cross-domain maritime surveillance and targeting, systems engineering and modeling and simulation strategies were also discussed.
“It was a great honor to host a group with so much collective expertise, experience and impact. We had some amazing discussions on how to develop and engineer game changing capabilities for warfighters that will enable us to rapidly deliver technologies to support the Navy our nation needs,” said Executive Director Chris Miller.
In addition to Bray, NLCCG members visiting Charleston included Chief of Naval Research Rear Adm. David Hahn, other Office of Naval Research leaders, and Senior Executive Service members from Naval Air Warfare Center Weapons, Air and Training Systems divisions; from Naval Surface Warfare Centers Carderock, Philadelphia, Corona, Crane, Dahlgren, Panama City and Port Hueneme; from Naval Underwater Warfare Centers Newport and Keyport; and from Naval Facilities Engineering Command. SSC Pacific Executive Director Bill Bonwit and SSC Atlantic Executive Director Chris Miller represented the SPAWAR systems centers.
